Operații brought aid to civilians facing shortages of food, medicine, electricity, gas and drinking water in occupied Olekshy and enabled the evacuation of nearly 800 people, including residents who could not move independently. It also created a rare negotiated humanitarian pause, although Ukrainian authorities said Russia used the pause to strengthen its military positions and logistics. Some residents remained in Olekshy because of mined roads and other obstacles, while Russia rejected a Ukrainian proposal to extend the ceasefire.

Mitä tapahtui

A locally brokered ceasefire began at 03:00 Kyiv time on 27 October in Olekshy and designated nearby areas in Kherson Oblast and ended at 22:59 on 1 November. The mission delivered humanitarian cargoes, including food and medicine, and evacuated civilians who wanted to leave. Routes were cleared of mines before the main evacuation stage began on 30 October. Two columns then left Olekshy: one headed to Russia and the other travelled through Anapa in Russia and Belarus toward Ukrainian-controlled territory. Four aircraft arrived at Gomel Airport on 31 October, after which evacuees continued by bus and crossed the border in Chernihiv Oblast. For people who had to remain, ambulances were used for residents unable to move independently.

Ukrainian reporting emphasizes the humanitarian results: critical aid was delivered, nearly 800 people were evacuated, and people with severe injuries received assistance. It also highlights the severe shortages, damaged infrastructure, mined roads and residents left behind. Ukrainian military reporting stresses that Ukrainian forces observed the ceasefire, while Russian forces rotated units, fortified positions, expanded anti-drone protections and increased ammunition deliveries. Ukrainian officials regard the operation as a possible precedent for further humanitarian initiatives, although Russia reportedly rejected extending the pause.

International coverage focuses on the US-brokered local ceasefire, the delivery of aid and the evacuation of nearly 800 people. Attention is also drawn to the unusual evacuation route through Russia and Belarus and to Melania Trump’s coordinating and mediating role. Some reports focus on indications that Russian forces continued moving personnel, weapons, ammunition and equipment during the humanitarian pause. The frequently published figure of nearly 800 evacuees was not accompanied by a breakdown by destination or by the number who remained in Olekshy.

Ukrainian military authorities said Russian forces used the humanitarian pause to move troops and equipment, reinforce positions, expand anti-drone protections and increase ammunition logistics. A Russian military spokesperson instead emphasized that Russian troops restored fortifications, strengthened communications, moved personnel and evacuated wounded and dead soldiers. Some Ukrainian outlets also said that claims about Russian military use of the ceasefire could not be independently verified because of the fighting.

Tausta

Olekshy has been under Russian occupation since February 2022. It lies on the left bank of the Dnipro, about four kilometres from Kherson, and had more than 24,000 residents before the full-scale invasion. Approximately 2,000 people, including 50 children, remained by late September, while Ukrainian Foreign Minister Andrii Sybiha said on 17 October that about 1,700 residents lacked adequate food and medicine and safe evacuation routes. The destruction of the Kakhovka hydroelectric dam in June 2023 caused flooding and ecological damage, while damaged infrastructure and mined roads further constrained evacuation. The local hospital continued operating amid a severe shortage of medicines, and a visiting journalist reported seeing many severely injured patients unable to move independently.
