It still requires approval in a second reading.
Mitä tapahtui
Verkhovna Rada, Ukraine’s parliament, supported bill No. 15262 in first reading with 265 votes. Prepared by lawmakers led by finance committee chair Danylo Hetmantsev, the proposal extends the 50 per cent bank profit tax to 2027 and prohibits banks from reducing their pre-tax financial result by losses recorded in earlier periods. Accumulated losses may again be used for tax purposes from 2028. The parliamentary finance, tax and customs committee recommended adopting the bill as a basis and in full.
Näin ukrainalaiset lähteet kertovat asiasta
Ukrainian reporting focuses on the parliamentary procedure, the restrictions on tax-loss deductions and the potential extra revenue for the state budget. Hetmantsev argued that banks should contribute more because much of their exceptional profit comes from transactions with government securities and National Bank of Ukraine deposit certificates rather than lending to the economy. He also linked the additional taxation to meeting the army’s needs.

Tausta
Ukrainian banks were taxed at 50 per cent on profits for 2023 and 2024, returned to 25 per cent in 2025 and faced a 50 per cent rate again in 2026. Earlier increases generated additional budget revenue, but the National Bank of Ukraine and the Ministry of Finance had raised concerns about their effect on government bond volumes. In July 2026, the IMF recommended ending the 50 per cent rate after 2027 and replacing it with permanent revenue sources. The National Bank reported in August 2026 that banks’ net profit had fallen by one-third because of the higher tax.
